Keeping a small core team local and outsourcing the bulk of workers, that's exactly what every company I know of seems to do these days. Not just in game development but generally. It's the biggest reason for layoffs today.

It's honestly disgusting that governments don't protect their citizens from this. Companies do this because it saves them money. Tax the hell out of them for every outsourced worker and this will all go away.
